usually if you need to override directives in Game.cfg, you'd save them in a file called user.cfg in My Documents/My Games/Age of Empires III Trial/StartUp, but for some odd reason I couldn't override the zoom controls from there. Up close it would look pixelated, but at least each used could zoom to their desired level. there are times when I have an army that wouldn't even fit on my screen (playing at 1024x768 to avoid some misplaced text and bugs) and I couldn't zoom out more - until now.
